The State Examination Center (SEC) of Azerbaijan is a public legal entity established in 2016 on the basis of the State Students Admission Commission (est. 1992) and Civil Service Commission (est. 2005), which continues developing and administering school leaving exams, university entrance exams for undergraduate (including VET) and graduate admissions (including advanced medical studies of residency) as well as selection exams for admission in civil service (nine testing programs in total). For many years of running objective high-stake testing programs, the SEC has played a key role of setting a social lift in the Azerbaijani society, which established trust and confidence by the public. SEC’s staff members received advanced training and continued professional consultancy from ETS of the USA and CITO of the Netherlands to develop the Center’s testing and research practices. As a result of technological advances, the SEC has a secure printing system and produces its e-marker software. The SEC is currently managed by Chairperson of the Board of Directors, appointed by the President of the country (independent from the Ministry of Education).
